Seychelles Budget Season- A Legacy of Rene Scams!



It's Budget Season again. The Seychelles national budget exceeds SCR. 7 Million. What is evident after the first reading and general principle readings, is the legacy of taxing if not abusing the public combined with budgetary scams of the finances under Rene lingers as a sub culture in the government. For President Danny Faure, who has vowed transparency, accountability as under pins of his administration, cleaning up this mess will not be easy, unless he spreads his political base in a genuine manner, reaches out to traditional opponents, to mop up.

SBC Scam

The first apparent scam is the SBC budget. It has been revealed that SBC is legally mandated to operate and function independently. Based on that, it open separate bank accounts at Nouvobanq, and does not draw off the consolidated fund. Wild. Since when has SBC been " independent"? Managing Directer Mr. Antoine Onezime has obstructed the independent mandate under the Seychelles Constitution for years on years. While it raises 9 Million per year in adverts, it should be able to stand on its own, finance itself, it receives money from Consolidated Fund.

The second scam at SBC is the Capital Expenditure of 6.8 Million, for a new SBC building at Union Vale, which we have already been told, PRC will fund by grant 100% and it will include studios, equipment and helicopter plus helicopter pad, like " any ordinary media house any where in the world". There is only so much bull shit a people can take. This 6.8 Million capital expenditure is a scam, it is not a normal or acceptable matter.

State House Five Secretaries Need Five Cars
In the State House Budget Five Secretary of State require Five new cars worth SCR. 5.5 Million. Wow! These Secretaries did not have their own cars? They cannot be given a fuel allowance instead? In modern countries, people drive their own cars to their jobs. They fight hard to do a great job each day because they must pay for their house mortgage, pay for their car loan. If you give them a car, they will slack off and mis treat the car.
While State House needs a budget to run, it does not need Five new cars. I personally find this hard to believe. The money of the Public must be expended in a fiduciary manner with the utmost of care and accountability. This budget gives me the sense it is being spent as if Christmas in Seychelles is EVERY DAY for some and not even once a year for others.

Military Budget Fiasco
Brigadier Leopoldo Payet who spends over SCR. 478,000,000.00 in the people's money each year, has declined to answer questions on how he spends these funds. Mr. President Faure must be wise. Use this opportunity to retire this gentleman before the opposition starts a commission of inquiry into his assets, his children's assets, his extended family assets and take the matter further and do a forensic audit on his acquired wealth.
Immediately suspect was the 190,000,000.00 used for Presidential security for FORMER Presidents. This subtitle corresponds with a similar subtitle found in Presidents Office emoluments, security for Former Heads of State. That is a lot of financial abuse.
Those people and businesses struggling to pay taxes, have been taken for fools all along the way.
I trust President Faure will take the high ground, be wise, address this matter as a true leader.

Opposition Still Weak on Budget
The LDS when faced with these incredible abuses have been pretty quite and indifferent. Exception has been the leader Mr. Ramkalawan who has stepped up to the box, called the subventions in the military budget FRAUD. It is what it is. We expect the other members to be more serious and to the point. Do not get too comfortable in those fat leather chairs. Le Pep will knock you off those chairs if you break your promise, drop your political metabolism. Hon. Farrari has tried to live up to this challenge, but he gets too personal, too sauvage as the French say. They did say that did they not?

Keep it civil, but get the job done. Victoria is a small town, three streets.

I am disappointed to see hands being raised when issues exposed are not address by Le Pep. LDS must remember its promise to the people. In SBC case approve the salary but do not approve the capital project funding which is a scam as the writer says. As an expat I find these abuses scary.

National budget has long been the victim of pl grand corruption practice.....and this one is no exception ,it was desgined for corruption in day light.Faure and pl thought we are short minded and have forgotten that SBc new bulding is integratedly sponsored and financed by CCP.....and they could rob a few millions of tax payers money by handing over Onezim 6 plus million rupees like this without us seeing the scam.Despite Faure ,Anthasia blah balh on fighting corruption .it seems Pl thugs are too addicted to corruption to be trust on the issue and ensure a corruption-proof National budget and in fact ,only a small percent of National budget could really be accounted for under pl thugtocracy.

The Oppostion in the Assembly must wake up and pressure Pl and Faure to explain themselves while at the same time pass a motion to get these ^crooks to the li8kes of Fieldmarshall Payet get investigated and apprehended rapidly.....The altter ans well as Rosine have been long serving themselves in from the military coffers......time to clean up our instituions from these pests.

There should be a CORRUPTION RISK MAP OF STATE BUDGET.....in order to Map corruption risk and strengthen integrity in the Public based Administration.

THE AIMS would or main goal would be to explore,map,and classify corruption risks within Public Administration,establish a better Audit practice and enhanced compliance with LEGAL/ETHICAL NORMS and transparency.

Time to stop Pl thugs from robbing tax payers ,,it up to the Oppostion ,the majority in the Assembly to ask for clearance in the name of the people ..Take those cows by the horns LDS.
As to Faure ,it seems his long dream was to be President at all cost ,regardless what ,,,,,,,...We must make sure Faure does not finish his 4 appointed years in office should he failed to delvier ,we are not going to let these crooks shit us again.......they will deliver or face peoples power .....

Instead of being accountable and transparent after their defeat ,Pl thugs just cannot get rid from their criminal pratices ...just like a hard drug addict.While they have created an astronomic foreign debt and bankrupt the country ,one would have thought they would be lees tempted by corruption in order to fix their financial mess they created ...No ,Pl cannot detoxicate themselves from the addiction of theft,robbery,embezzlement ...that why they like power and want to grab on to power ,,,,to ensure that they can continue serve themselves from the peoples coffers........

52% of the ministry of education budget is spent on headquarters administration.
32 million on housing for expats and Seychellois teachers.
No wonder the kids at the hostel have to wash their clothes on mastic.
Wake up folks, you have lost sight of the objective to educate to give Le pep supporters a salary.

Seychellois teachers should pay the rent like anybody else ..Increase that when they abroad they cannot organize or rent a house on the return ..but that odes not means housing must be paid by tax payers or lease to them for free .As to Expats there are too many of them which help create fiancial burden on our economy and tax payers.....
We cannot continue like this....

It is unaccepted that 52 percent of education budget is spent in administion instead of education of our kids.......which explain why our education system has been at free falls for the last past decades.......Plus another 32 million on housing for EXAPTS......that is why the education costs keeps skyrocketing and out of control.....PL seems incapable to management our institutions ....and as reducing depedency on expats ,Pl has done nothing at all,...and that in all public sectors .....it is a shame .........Why seychellois accept these donkeys ,under qualified,educated to control our institutions --Look at Mitsy ,,,,no knowledge and competent in security field,,,policing etc ..but there she is Minster of Interior .......

The way IDC board members ar chosen..namely appointed by President must be change.....they should be confirm or not by Assembly and every six month or per annum face members of Assembly to be questioned and provide details on the business,including all accounts etc......Today ,Glenny Savy is operating IDC as private ownership ,control capital,revenues and throw to the government any figures he wants without any physical supportive documents ..this must stop...Dito to SEPEC..the latter has made GUy Adam multi millionaire....there again no real control by state,no accountability to anyone by those managing it etc.....

MNA in the assembly earn a monthly salry of around 55 thousands rupee WHy should they be gifted another estimate roughly 100 thousands annually .....more than any public servant would earn ,,and for what purpose ....?Bonus for MAns must be stopped ....too many tax payers money to MNA ..a monthly salary is more than enough ....

I saw Faure ,Jnepa,,,with kids who biological paretns are at large ...having lunch ...We respect and support that ........but Dr Faure must understand the real help he needs to provide these kids is ..to track down their biological paretns ...for most of these kids biological paretns are alive ,,living a happy lives ,,,,,,while their abandone kids would suffers psychological and mental problems all their live ...with or without Faure lunch.......

RAYMOND ST Ange proposes settlement on outter islands ..a bit like MAle Maldives which would means ecological and environment destruction to these islands ......

Well ,having small groups of people as it is the case today is fair enough .......What need to be done is not settlement ....but small hotels locally owed thus develop local tourism while keeping the islands beauty and eco system balance as much possible intact........
Islands could be used for farming such as chicken farm ...whereby we could be food susuficcient at the same time produce and provide BIO chicken to Seychellois instead of these tons of chicken imported from Brasil which are teemed with all kinds of over dose of substance which are not good for our health of the long ......thus create more opportunities for Seychellois ......
Island could be use as spot whereby BYcatch collected on TUna purse sieners could be brought and converted into other products like animal feeds,,etc,,,,,,

But In my opinion the best way to protect ,preserved and keep the islands intact and proctect their environment ,ecosystem fagility is not by SETTLMENT but wise devlopemnt such as small ,medium hotels guesthouses owed by locals while developing Domestic and off season tourism ...
Exmaple ..to make the island NOT LOOK LIKE MALDIVES ---well each islands choosen for small hotels development could each of them has their own architecture --t-hat nNO SINGEL ONE LOOKS the same ---you could have on one island an architecture like in MEditerrean,,,another one architecture like in Kenya ...another one like colonial houses ..another one like North African style etc... .that it is UNIQUE....


The main reason why I think RAYMOND St Ange idea of settlement is very bad indeed ,,is the fact that those who ever visited MALE in MALIDVES the island whereby most mladiveans live ...is thjat ^fixed or permanent settlement has destroyed environment ,ecosystem ,,,pollution ..and over population all thiese have made Male a camp rather than a comfortable palce to live permamanetly ....Seychelles decades of having only a small population to guard islands have proven most effective ,environment friendly than anything else....

Nore also many Seychellois would like to have the chances to visit their outter islands long illegally forbidden by Pl thugs .......
Developing Domestic tourism would encourage seychellis to go on short weekends there ,,discover their homes ...and be more aware of how fragile the ecosystem is and how much we need to protect them to keep them as they have been for centuries.


OPEN BId for potential local small hotels, guesthouses operators on these islands instead fo thug Glenny and foreigners

USe one or tow islands to produce food for our people such as Chicken farm whereby Seychellois could produce chicken themselves and supply the country and thereby keep money in Seychelles and generate revenues than RAYMOND idee of settlement or the importation of chicken teemed with anti biotic from Brasil that the latter on the long term create all kinds of illness and health hazard for our people ......at least Seychelles could have a bio product name chicken produce in Seychelles ...noting that it is consume by hundreds of tons locally ..why IMport from Brasil Pl .when we could farm them on an outter island..

One outter island only could be used to breed thousands of chicken (bio Chicken thus not health hazard)and supply all year round Seychellois ,Restaurants ,hotels with high quality,bio chickens thus reduce cost of import,create jobs for Seychellois ,,and bring more revenues for the country.........
Having a chicken farm on on outter island would not only help reduce on import and have healthy products ,,,or create jobs ,,,,feathers could be converted into pillow,bed filling which is a natural ,high quality products ......
-REST could be converted into animal feeds ......Hence a chance to create new firms ,new jobs ,more revenues,,,and new products at home .

Small locally owed hotels or guests ..(Lets us say 3 stars ,but not five star)could be built to boost both domestic or international tourisms.......£
To make it looks completely different from Maldives ,,for instance ,,,,we could make each of these small hotels totllay different from each other ....for instance ,,you could have a small hotels with African architectural touch ..let say like we see in Kneya...African style and serve mainly African foods)..on antthoer island you could have a small hotel designed in North African style architecture...and serving good North African food like COUSCOUS ,or a combination of like Lybanese food the latter is very good and would be appreciated by Seychellois etc99999on anther island you could have a small hotel with an architectural Asian stlye serving different Asian type food)...In all making on each island you may visit you have something different ,thus a diferent feels atmosphere and make it more interesting to go visit the island for each have a different touch, feel to it ,,,---If you would copy maldives ,,or built all hotels with the architecture ,,,,it does not entice people to go visit other island after doing it once ...for they look all the same and serve the same food etc.....
--Many Seychellois have never seen or go to their outter islands for Pl has tacitly confiscated it as if they are private ownership and aloe Glenny the thug to operate them as private land thereby making millions on the back of Seychellois ,money^that should be in our coffers...
We know pl thugs have no brain ,,,,such ideas they would never have ,,all the know is how to robbed and sell out our land ,,like bushmen in Africa.

I have not heard many Aswembly members LDS ..evocating the 1,4 billions Siwss authority said long ago It exist and would provide information to the authority if asked .......this is a lot of robbed money that could pay back pl astronomic foreign debts ,,buy private land at Anse Lazio if government want,,,,create chicken farm on outter island ,,,and do amny more things to the benefit of Seychelles and citizens ........This case is not if it true or niot ,swiss authority already confirmed it eixst ,,so why not LDS push to clarify and search the billion......
Evben if as pl argued it belongs to individuals or private business owners .....it is important to scrutinize the cae ,for even if it for private individuals it would means they escape taxation ,,,money launderying and would need to be fined and pay their dues back,,,,,

There are lots of issues that LDS should challenge pl thugs on....e,g all political parties rent the building they use for their party office ,,Pl has used tax money to build Maison DU peuple ,,and have now consifcated it as party property when it is in fact ,a public building ......hence Pl must be made to PAY rental cost to the public for using public buildings as party office.... like any other parties ..if does not want it must be forced to leave the building....

As to our best tourism minster ever ,,Alain has done an excellent job ..since he took office tourism arrivals have kept increasing and even bring decades of records.

I have defended St. Ange for his solid dedicated work over the years.
I never knew him to be a corrupted person. To the contrary I found him to be of high integrity.
He had a lot of challenges, met some did not meet others.
If you have any evidence of solid corruption on St. Ange please do enlighten us.

That's the way they do in Seychelles.
They started by appointed and selected.

It all started from Mancham in 1974...Appointed Chief Minister.
Again Manchanm....Appointed President in 1976.
Then FAR...appointed Prime Minister by appointed Mancham under Coalition government in 1976
After the coup....FAR again in 1977...appointed himself as President.
Then came JAM....FAR appointed the Colonel in 2004.
Then came appointed DF in 2016 by JAM who was appointed by FAR who overthrew Mancham.
Now we have an appointed Mayor for Victoria by an appointed President.

Who knows maybe Monsieur Gill will soon be appointed for the isle of Praslin!
